Risk within EvE

I've seen it argued many times that one of the core principles of EvE that makes it such a great game is that it's a game based on risk. While undocked, every activity that takes place is said to come with a "risk". The risk of what, well that's for the players to decide. The risk of blowing up your ship, the risk of bumping you, the risk of ransoming you, whatever, risks.

It's constantly stated that EvE is a game that's core principle is everything undocked being a risk. It's also constantly stated that the only "safe" place is docked. As soon as you undock, you take the risk of someone choosing to engage in "PvP" with you.

Now, considering that, here is a simple question I would like to ask these forums. I would prefer a yes or no answer, if you wish to explain your Yes or No answer, please feel free to do so:

Should anyone undocked ever be truly free of risk?

I'd love to see RISK within EVE... it would make a great boardgame that people could play in bars while, oh, I don't know, WALKING IN STATIONS.... Evil

they are at risk, of completely wasting their time since being undocked and cloaked stops you capitalising on many opportunities that may arise if you weren't cloaked.

there's risk, but don't let that get in the way of your whining.

Odd coming from somebody in a corp that runs away from a war.

Still trolling the forums and still your members dock and log of when the see me in local. And you're not even logged in.

That could be argued that they are not entirely removing all risk, but simply taking the measures necessary to minimize the risk. Not remove it entirely. And since someone cannot entirely remove all risk, that means there is still an existing risk.
