Are all of the RSS feeds for these forums broken? I can't seem to get them to work in my reader.

They work but are useless (to me at least), because every single post ever made is in the feed.

Most readers don't expect that, rather just the last N (typically 25), and there is no way to expire the old ones. I use Firefox Live Bookmarks, and they don't have a read / unread status, so there is a huge list to scroll through.
Example: For General Discussion the first entry in the feed is 2011.09.29

Note that you have to use the link in each forum, rather than the top-level forum link. Example:
https://forums.eveonline.com/default.aspx?g=rsstopic&pg=Topics&f=258

When I add that link into Feedly, the most recent post that shows is from 940 days ago. What?

Quite possible. I can't be bothered to scroll that far down.

i.e. they may indeed be borked. File a petition and hope.
