No it won't. Read the rules, the isk must go to the person being sold and then you transfer it to whoever. Otherwise prepare for this to be locked.

I did not realize those were the rules. Is that new? Either way, yes, that is fine, I will take ISK and transfer and then transfer character.

I will consider your 3.5B bid as the high bid for now. The account has 16 days until it expires, and is training Sentry 5 now. I will let the auction run a bit more and see if I can't get at least 4B which the character is appraised at. Seeing how OP Gallente are right now, this character is a great start.
