Can't be done, they are the people with more sense than anyone else, plus they are the most powerful people (not talking about how much power or control they have), not capsuleers, some or many capsuleers are gone in consciousness beyond recovery, they are too mind-confused. The normal people of New Eden are the real people and will always have the biggest chance to live best lives. Blink Though, some capsuleers choose to remain on the side of clarity.

CONCORD is not there to protect you.

CONCORD is there to punish criminal capsuleers.

Probably already said, but, it's like having cops in a city. The mere presence of cops and laws doesn't stop people in the city from committing crime. This apparatus comes into play after the crime is committed. Unfortunately, in most cases, that crime involves a victim. Ergo. Having laws and cops doesn't rid us of victims. It gives us the means to provide justice for the victims.

Ipso facto, with regard to players ganking miners, they aren't treated as criminals who have committed a crime. The statute of limitations on crime isn't a minute or two in civilization (which New Eden apparently isn't). The criminal remains a criminal until the state extracts its justice. If the state is paying a third party to do this, that doesn't change anything but who is doing it.

EVE, sadly, has this rather HUGE hole in its fundamental logic.

The Jovian long game is for humans to leave highsec, lowsec, nullsec turmoil, get to W-space, punch out the sleepers and recover the hideous and malevolent secrets that will save humanity from this endless war for territory.
For humanity to escape the bacterial grow/conquer/devour program without falling into the biological dead end of malaise and stupor that has the Jove in its grip.
The plan was to create a strain of superhumans to take immortality and the stars as their birthright, the result was a mess, coalitions of greedy, cretinous vampires.

LOL this is probably the best answer, though I've enjoyed reading all the lore nerds stuff tooLol But yeah, thinking of CONCORD as punishers rather than protectors makes it all make sense.

I guess the lore that I was looking for was that CONCORD is in control of the pod/clone data connection. Makes sense. I always wondered how CONCORD could know exactly when and where an attack occurred and be there in X seconds depending on system security. If they monitor the data feeds then they know where every capsuler is and what they are doing. So they know of capsuler crime as soon as it occurs.

On a side note, (and this is probably more a mechanics question than a lore one) when does the crime occur? Does CONCORD view it as a crime if they see through the data feeds that one capsuler has fired at another, whether it hits or not? Or does the shot have to hit and do damage?
