The only place I've seen a goon is on these forums and in Planetside 2. I'm pretty sure they're just a myth kept alive by bad alliances and worse FCs. "We only lost that fight because the goons called in a favor to the devs!" "I lost my Titan to a goon using an exploit!" And so on.

I've found goons in Mechwarrior Online and World of Tanks.

That said, I can say that I do find it odd that things that would get the rest of us banned seem to just get them a slap on the wrist. Pretty consistently.
