This could never be implemented in a way that didn't suck or felt super limited but would still require a ton of development time and resources.

I would prefer them to spend that on something that matters, like WoD.

Yeah it was Unreal. The WiS Stuff was EVE source... is that Unreal too? Or wasnt it some weird cobbled together engine they did in house?

The WIS stuff was eve source, I think CCP were trying to invent their own custom engine rather than buying one of the shelf that had been proven. The only reason I can think of as to why they'd do that is if they wanted to re-use the engine on related projects and start licensing it to other providers as yet another income stream. If that's the case the fallout post Incarna really kneed CCP in the balls in terms of expecting future earnings.
