Why do we have Salvage Drone 1, but no Tech 2 or Salvage Drone 2s' ? Was/is CCP ever going to make tech 2 versions or what

Salvage drones are a fairly new addition. As such, they wanted to get the balance right before introducing advanced versions and faction/deadspace variations.

There are other modules like that (Ancillery Shield Boosters). They are just now releasing more versions of some of the drone modules that have been in game for a year because they feel the balance is good.
