Sort of? Warefare and Tactics is supposed to be for all PVP things, including "Factional Warfare, 0.0 campaigns, low sec skirmishes and empire wars" ---CCP Zymurgist. But lowsec, and particularly FW space is different enough from nullsec, roaming and highsec shenanigans that it seems weird. I mean, wormholes get their own subforum because there are different rules involved then in k-space 0.0. So why should FW have to share a forum with 0.0 stuff?

Yes but mostly FW. Just as C&P is used by pirates.

As to the question of why we need an FW forum; I think so much happens in FW that is unique to FW - warranting a forum.

I would read that forum regularly. +1

The only trouble I see with this is that if there was a dedicated FW sub-forum, players would expect CCP continuously take on player feedback and iterate on FW in-game. That would be awesome, but it's not very likely to happen.
