Error trying to patch, nothing is working

IOError: [Errno 13] Permission denied: 'C:\\Program Files (x86)\\CCP\\EVE\\launcher\\launcher.exe'

That's the error I get trying to run the repair tool. The launcher won't open, the exe file in the bin folder no longer shows an update, and I'm sick of the launcher not working forcing me to update in random ass ways.

I use Advanced SystemCare Ultimate, Windows 7, what else is important? Any ideas on what the problem is? REALLY gonna be a lot more angry if I have to uninstall and reinstall.

Edit: The game was updated when I used the exe in the bin folder, but the launcher was not. I can log on this way

The error you are receiving usually means that the launcher does not have the correct folder permissions. Please try right clicking the launcher icon and selecting run as administrator from the drop down list.

Funny enough, the launcher magically works today.......

But thanks for the response Akilian, if it happens again I'll give that a shot.
