Error 502 Eve Online Launcher not working

Ok so this has to be because of windows 8.1 I have never even heard of this problem till now is there anyone that can tell me what to do to maybe be able to even long on and update skills WTF

things ive done to try and make it work

1. Restarted computer.
2. Reset all internet proxys
3. Shut down firewall specifically for eve online
4. Shut down complete firewall for about 5 mins to figure our if that was it
5. Used the repairer
6. Re-downloaded from eveonline.com and steam
7. Smashed face on keyboard cried spit at the computer took a nap woke up and restarted from 1 (just kidding)

There is a malware program called browsersafeguard which causes the 502 error. Please make sure, if you have this program on your computer, to remove it.
