It happened on Singularity once, when they were upgrading Tranquility to the new graphics if I remember right. Was pretty fun, they turned all of Singularity into 0.0 for the day. You could fly every ship because everyone had max skill points. Was having cap fights in .5 space. Lol

Was harder than hell though to get on the server.

I doubt it would ever go well on Tranquility though. Would be too much whining and complaining.
