Don't care about standings, killrights or killboard.

All I need is a Covert ops pilot any race, with at least astrometrics 4, cloaking 4

I'd also like it to be able to decently fly an ishtar or tengu with half decent skills to back it up and I really mean that (3-4 on weapon supports, ability to fit t2 weapons preferred not required and field a partially t2 tank)

Price will be dependent on total SP in the valuable areas, open for negotiation but I'm shopping for characters south of 8bil meaning usually around 15mil SP give or take. I'm sure you have some really awesome 25mil and 40 mil sp pilots that can do all I'm asking and better but its out of the budget for this buy.
