I suspect it's related to time dilation. Now, instead of just big fleet fights being laggy, everything is laggy.

Interesting thing to note though is when people undock/jump and get stuck; if they get aggressed even if they are logged off... they are going to die... some unfair eve mechanics if you ask me.
