Cov ops cloaks can do that. Only certain kinds of ships can use them.

He's in a ship that can fit a CovOps cloak. The cloaking device allows him to warp while cloaked; the ship allows him to use that type of cloak.

I do apologize for not knowing every little detail in this game, being on / off first due to a loss of a brother and ½ year later a divorce and just returned 14 days ago, revoking my account.

I do apologize that I do not know every little detail in this game, cause it's a steep learning curve and to find answers, you need to know to some extent what you are looking for.
