Faction Rigs!

I sort of like the idea of having faction rigs, but I think they should have bonuses that would only be useful to ships in a fleet...

So how about Navy rigs that only give bonuses to your stats if you are being boosted? say ... the amount they nerfed from boosting to begin with lol

I would introduce 2 general types of faction rigs, much like we have 2 general types of faction modules.
Consider the faction EANMs.
Fed navy/Shadow serpentis are just as effective as T2, but have lower fitting
Amarr navy/amarr pirate factions have higher fitting, but higher resists.

So for faction rigs, we have one set of rigs with lower fitting - ie less calibration
The other set has better non-calibration stats - in this case I would simply lower their drawback. Instead of starting at 10%, lowered to 5% with skills, have it start at 7%, lowered to 2%with full skills.
