It maybe a almost 60mil sp char but you have over 18mil wasted sp i would offer 12bil max so the 15bil offer you have ti probably best you will get unless someone is will to take the sp loss if the 15 falls through my 12 will stand,

Just because you think its wasted, doesn't mean someone else does. If you worked on the logic of "wasted skillpoints according to what people want" then every character on eve is trained incorrectly.

And aside from the processing skills, nothing is "wasted" according to what you've said.
