So it looks as though EVE client is now pushing the boundaries of my PC. Thought this day may come. Flying around is no problem; issue only occurs when I dock - neither quarters or ship hanger will load properly, and Undock option is not available. Is there a way to throttle down station CPU usage, maybe by disabling quarters and just having ship hanger available?

If you are in the Ship Hanger the CQ is not loaded.

In the Display & Graphics options under the Graphic Content Settings you can turn off the option that says Load Station Environment. This will present a static view of your ship when docked and should alleviate the issue.
