In danger of giving a serious answer, it is more about connections and reputation than having the most underlings. It is the few people who can, aside from rallying your own people, have the connections in other groups, and whose word is trusted, even by their enemies, that they can rally several, usually unfriendly, groups to a single cause.

It might seem ironic given how little we encourage people to trust each other individually in this game, but at the top of the meta-game, trust is the most valuable commodity. Knowing who is not going to go back on their word and ambush that fleet they have asked you to bring to assist them in a fight, knowing who can be trusted to be the third party in a Titan deal, knowing who isn't going to leak word of negotiations to hostile parties just to score a few e-cred points, and knowing who you can make an agreement with over a terratorial dispute that is not just going to be broken at its first convenience. Those are the guys with the most power.

I think trust is the most valuable asset in EvE.

And when it comes to trust, Chribba is probably King. But this is more the "soft power" kind. Call it "influential".


When it comes to raw power, it's probably The Mittani. Like him or not, he leads the most powerful alliance in existence at the moment.
