The early downtime was announced here http://community.eveonline.com/news/news-channels/eve-online-news/early-downtime-25-03-2014-10-00-utc/ to deploy DUST 514: Uprising 1.8 and EVE Online: Rubicon 1.3.4. The reason for the shifted downtime is to fit better with office hours in Shanghai, China (but even then at the very tail end of their work day).
