edit.. My Father-in-Law still believes to this day that the song "Dannyboy" to be an Irish classic, He bet me but is yet to pay up.

The early downtime was announced here http://community.eveonline.com/news/news-channels/eve-online-news/early-downtime-25-03-2014-10-00-utc/ to deploy DUST 514: Uprising 1.8 and EVE Online: Rubicon 1.3.4. The reason for the shifted downtime is to fit better with office hours in Shanghai, China (but even then at the very tail end of their work day).
