Fitting issue on Mackinaw

I recently returned after a year+ vacation from Eve and I'm puzzled by an issue I hope you can help with. I am trying to fit my Mack with a decent tank. I have all my rigs and mods in except one module, the ice harvester upgrade. The mod says it needs 40 cpu and 1 power and my ship says it has 40.5 cpu and 7.6 power left to use. If I hover over the module in my inventory with my mouse, my available cpu goes down to .5 as I would suspect but if I fit the module, it takes one of the ice harvesters offline saying I don't have enough CPU.

Do modules somehow need more CPU now than they show? My CPU skills are maxed, the only option I have left is to train Mining Upgrades to level 5 which I would rather not do since it takes 17 days.

One more thing... I just tried to fit an upgrade I which only needs 30 cpu and the same thing happened. I have 40.5 cpu left and this mod only needs 30 cpu but it wont fit. What is my issue and why are these numbers wrong?

Mining laser upgrades have a drawback of increasing the cpu cost of mining lasers, check this isn't also the case for ice harvester upgrades too?
