cannot patch nor repair client

When attempting to patch the client via the launcher, it will get to
2/4 downloading - 0gb, and hang, at which point the only way to close the launcher is to kill the process through task manager.

Repair tool does not work either, it gives the following output

I have tried restarting the computer, and clearing my cache. aside from re-downloading the entire game what can i do?
