Im in ruvas and im experiencing heavy lag. Why is this happening?

After 30 seconds of being logged on every module wont react, they just freeze on or off, nothing will take damage and it just stays like that.

Local is at 22 so its not like being in jita.

On topic: Look at the top left of your screen on the right of the system name, if there is a circle that is in part green/yellow/red you are experiencing Time Dilation. If so, there is very little you can do besides waiting it out or going to a system which is not under Time Dilation.
The symptoms you are describing might also be caused by connection problems between the client on your computer and CCP's servers. Try a trace to 87.237.39.196 and see if there are any problems.

Also, the way I understand Eve architecture, systems are not on their own but clustered together, so the number of players in Local isn´t necessarily an indicator of activity. Might as well happen that your system is experiencing the same lag of another system where heavy fighting is going on.
