In short, because anyone looking to build one will have more than enough planning, ability and logistics to do it themselves without lining someone else's pockets. I've built 4.

Pretty much.

Also the "hey guys we can build the station now ... oh whoops there are no parts for sale at the local hub" would be kinda embarrassing.
