Attempted transfer of toon failed, "Target Character already involved in a transfer" message received which i dont understand as ive never attempted to transfer it before. Buyer doest speak very good english and thinks its a scam so ive Petitioned it and will wait for ccp to fix.

it means his account is already involved in a char xfer.
you can only have one xfer ongoing per account.
find out the time when his expires and you will be able to send it after that
