EVE skills are more akin to college degrees. Once you have it, it stays with you whether you use it or not. What you are describing is licensing. Needing renewal or it expires.

So let's say this system would work based on a line of (20 20 19 20 20) and for each week that you train your skills would shift at a rate of 1 point per week towards secondary / primary skills of the trained skill(s) in question and point reductions from "non used" attributes would be taken from highest to lowest and in case of even numbers it would be random.

Attribute limits would still be the same as in current system and you would still have a one remap per year.
