Explosion velocity of Citadel torpedoes is base 20m/s. With all level 5s, its 30. So... Leviathan and Phoenix are at the top of the list.

Yesterday I found a way to make the phoenix viable... If they allowed the siege module to work with sub cap missile launchers, you would see a whole new amount of hillarious fights in new eden. What is that ship in the large FW plex? Oh no! Its a rapid light missile launcher phoenix with 1.5k dps! Frigates flee! lf this was made reality I would personally sacrifice a phoenix whenever I had the isk, just for the lulz...
