I won't get my feelings hurt if you say this fit is trash but I want this to be a PVP fit. I can't do T2 guns but I am willing to buy meta 4's and factions ammo, I just need to know what kind of ammo to get. I want this to be a high speed-tank brawler but I only get around 33 dps (woo!)
But anyway, I need help because all the fits I have found are T2 fits that I don't have the skill for.

Rifter 'Dust Devil'

Light Missile Launcher I [Inferno Light Missile]
200mm AutoCannon I [Depleted Uranium]
200mm Auto Cannon I [Depleted Uranium]
200mm Auto Cannon I [Depleted Uranium]

Experimental 1MN Afterburner I
Tracking Computer I [Tracking Speed Script]
Warp Scrambler I

Local Hull Conversion Overdrive Injector I
Local Hull Conversion Overdrive Injector I

CODE is just a bunch of pirates; smart, organized pirates. It doesn't help to rage at them because that is exactly what they want. Dust yourself off and get back on your feet, you don't even have to talk to them.

Use short range (fusion/EMP/phased plasma) faction ammo, it's dirt cheap and does more damage and you won't be fighting at the longer ranges

Drop the TC it's not very helpful and you'll need that slot for a tank... like a medium shield extender.

Replace the lows with something that's actually useful, like a damage control unit and some gyrostabs.

Otherwise yes it's perfectly viable to fly completely T1 fit frigates (just don't expect to win too many fights by yourself)

Thank you, I was considering dropping the overdrives since my speed at my orbit distance is about 500 m/s less than my max speed.

You just decribed slasher. Not rifter.

[Rifter, Armor TD]
Damage Control II
Small Armor Repairer II
Adaptive Nano Plating II

1MN Afterburner II
DDO Photometry Tracking Disruptor I, Tracking Speed Disruption Script
J5b Phased Prototype Warp Scrambler I

200mm AutoCannon II, Republic Fleet Phased Plasma S
200mm AutoCannon II, Republic Fleet Phased Plasma S
200mm AutoCannon II, Republic Fleet Phased Plasma S
Small Diminishing Power System Drain I

Small Projectile Burst Aerator I
Small Projectile Collision Accelerator I
[empty rig slot]

This is the fit I use alot, gets alot of 1v1 kills vs small turret ships.
It is even possible to engage some cruisers with this.

Just replace the T2 guns with T1 Meta4.

Breacher or Slasher will probably serve you better, Rifter doesn't really shine anymore.

[breacher]

Rocket Launcher II
Rocket Launcher II
Rocket Launcher II

Medium Ancillary Shield Booster, Cap Booster 50
Fleeting Propulsion Inhibitor
J5b Prototype Warp Scrambler
1mn Afterburner II

Damage Control II
Ballistic Control System II
Nanofiber Internal Structure II

Warrior II x2

Small Anti-EM Screen Reinforcer I
Small Anti-Thermal Screen Reinforcer I

Tanky and flexible, a lot of fun.

If you're determined to Rifter, I'd go with something like this

[Rifter]

150mm Light AutoCannon II
150mm Light AutoCannon II
150mm Light AutoCannon II
Small Diminishing Power System Drain I

Faint Epsilon Warp Scrambler
Fleeting Propulsion Inhibitor
1mn Afterburner II

200mm Rolled Tungsten Plates I
Small Ancillary Armor Repairer I, Nanite Repair Paste
Damage Control II

Small Projectile Burst Aerator I
Small Auxiliary Nano Pump I x2

But these days, there are a lot of ships that do the same but better, or just outclass it entirely. Even the humble Tormentor gives all the benefits of the above rifter, but with the ability to use long range scorch ammo and 2 drones.

Also don't feel forced into T2, just go t1 or meta on the bits you can't use and have fun.

Mate don't let all the 'rifters are crap now' put you off.

Rifters are such a versatile frigate you just don't know how they are going to be fit. If you have some idea of what your opponent is flying you can probably fit out a rifter to counter a lot of setups.

The TD armour rifter above is a nice one. Remember the rifter with auto's has great tracking etc so use it.
Another one you can use is the 'super rifter!'

[Rifter, Super Rifter]

Energized Adaptive Nano Membrane II
200mm Reinforced Steel Plates II
Small Ancillary Armor Repairer, Nanite Repair Paste

1MN Afterburner II
Small Electrochemical Capacitor Booster I, Navy Cap Booster 200
Faint Epsilon Warp Scrambler I

125mm Gatling AutoCannon II, Barrage S
125mm Gatling AutoCannon II, Barrage S
125mm Gatling AutoCannon II, Barrage S
Small Unstable Power Fluctuator I

Small Projectile Burst Aerator I
Small Projectile Ambit Extension I
Small Auxiliary Nano Pump I

This can kill any active tank frigs in game (maybe apart from ASB, but they can only tank for 20 secs anyways) and stomps dual rep incursus'.

Have fun and fly dangerous Twisted

That is the Way, the Tao.

Balance is everything.

A fun setup to consider is also the 10mn rifter, which boasts Ludicrous speed, without susceptibility to scrams.

[Rifter, 10mn solo]
Reactor Control Unit II
Damage Control II
Tracking Enhancer II

Experimental 10MN Afterburner I
Balmer Series Tracking Disruptor I, Optimal Range Disruption Script
Faint Epsilon Warp Scrambler I

150mm Light 'Scout' Autocannon I, EMP S
150mm Light 'Scout' Autocannon I, EMP S
150mm Light 'Scout' Autocannon I, EMP S
[empty high slot]

Small Ancillary Current Router I
[empty rig slot]
[empty rig slot]

The empty rig slots let you overcome any issues with fitting it, as the above fit is within .5 on CPU and is exactly at the number for PG with perfect skills.

Talking more,

Flying crazier,

And drinking more

Making battleships worth the warp

I quite like this fit but I may play around with the lows, add some gyros.

I have looked at all the fits and will consider them as well and I do realize there are better ships than the Rifter but this thing just looks so damn cool.
