distortion effect

I see this all the time... a ship holding position in space with a strange distortion effect radiating away from it in all directions. I saw one that looked so strong that it looked as if it were going to rip a hole in time and space or open a black hole.

What devices cause this? What effect is this?

Depends on the shape

-one that looks sorta like a web is a ECCM
-one that looks bright and shiny is a sensor booster

I also have seen a screenshot of a big one in Dodixie

if you're referring to that one it likely was a covert jump bridge being made by a black ops battleship

I actually think he may be referring to the Stasis Webifier effect, as it visibly distorts the background around a targeted ship, much like a wormhole or jump bridge (some people like to web highsec stations in supertanky ships, as this apparently only summons faction navy NPCs, not CONCORD. Not 100% sure on that for all stations, though.

Option A is a Sensor Booster, often referred to as "flashlights".

Option B is a ECCM. This is what Xercodo described as "like a web", though he's referring to a spider web, not a stasis web.
