Level 2 mission not working?

Im trying to make more isk in the game for pvp doing missions,but the level 2 agent here Metserel Aungvie is not giving me a mission although she requires a standing of 1 or higher with the federation navy ( I have 2.9 standing with federation navy)
Im also having the same problem with installing a clone in the same station.

Doesnt matter now that I was one hitted right outside a station

Was your alliance you just left part of FW?
How are your faction standings with the faction?

If your FACTION standings with the Gallente are lower than -2.0 then you can only use level 1 NPC agents of the Gallente until you get above -2. You either will need to train Diplomacy (which will raise your standing) or you will need to run storyline missions until your standing gets above -2.
