Let's say you have a Tengu with the three siege links running, and he's the FC, and you also have a Loki as a Wing Commander running the three Skirmish links.

Do you get the benefit of both ships boosts?

I'm kind of a noob, please go easy on me. :P

Yes, but only if you have a valid squad commander to pass on the bonuses to each of the squads. If you do not, you should designate the loki as squad commander and the tengu as wing commander. Simple.

yes and if you fit them cloaky nullified with a few eccm you can move around without any threat of getting caught and provide a huge boost to your fleet from a safe where nothing can touch you.

of course that's balanced because they don't do dps, amirite?

So, if I set one as the Wing Booster, and the other as the Squad booster, then I'll get both boosts? Also, the booster of the squad only needs Leadership V to pass the boost of the Wing Booster to the Squad?

Yes you can have the benefits of both links running on the fleet, however it requires that bonuses are set up properly in the fleet. There are 3 different tiers of leadership, and 3 different tiers of bonuses in the fleet. You need a pilot with the necessary skills filling a leadership position, (squad commander, wing commander, fleet commander) and someone with the skills/ship to give bonuses (ie. Skirmish Warfare, or Nighthawk pilot with Siege Warfare Specialist) in that tier or group.

When assuming a leadership position in the fleet, (by right clicking your name in the fleet window and moving the pilots to squad/wing/fleet commander position) that pilot by default is also the designated booster pilot. However the booster can be reassigned while leaving the original leader still in the leadership position. This is done by revoking the booster from the leader in the right click menu of the fleet window, and then assigning Squad/Wing/Fleet booster to the pilot with boosting skills.

In order for these boosts to work then, both the leader of the group, and sub leaders, plus the booster need to be in the same system, and in space. So if your squad commander is in space, but the wing commander is not present you will only be able to receive squad bonuses, while if your wing commander is in space but your squad commander is not you will not receive any bonuses.

Tengu Defensive - Warfare Processor
Tengu Electronics - Emergent Locus Analyzer
Tengu Engineering - Capacitor Regeneration Matrix
Tengu Offensive - Accelerated Ejection Bay
Tengu Propulsion - Intercalated Nanofibers

This here has 104k EHP, 700dps, and 5mins of cap. That's more EHP than a standard buffer tengu. With around the same dps.
Although, it needs a +5% PG implant. You can sqirralawayat this by using Meta 4 mods/faction launchers and or PDS, buti'd recommend keeping the lows hwo they are.

The booster does not need leadership skills, you just need any pilot with enough leadership skills to cover the position, so someone with leadership V if you have 10 people in the squad, and someone with wing commander 1-5 depending on how many squads you have set up. The fleet window can look like something below in your example.

Fleet commander -empty
Wing Commander/booster - Tengu Pilot
Squad 1 Commander - Some dude in a kestrel
Squad Members
4 random fleet mates
Loki pilot - set as squad booster.

In the above example the Loki pilot does not need any leadership skills at all. Just the skirmish warfare skills to give out bonuses. However the Kestrel pilot needs a minimum of leadership III since there are 6 members in his squad (The squad commander counts as one of the squad members). If there are more pilots in the squad they will not receive bonuses since the squad commander doesn't have the skills to manage that many squad members. Also to receive wing bonuses the Tengu pilot will need Wing commander I since there is only one squad. Also keep in mind the Tengu pilot will NOT recieve squad bonuses since they only affect the subordinate group.

Fleet commander -empty
Wing Commander- Retriever Pilot
Squad 1 Commander - Some dude in a kestrel
Squad Members
4 random fleet mates
Loki pilot - set as squad booster.
Tengu Pilot - set as wing booster.

Similar set up but in this case the Tengu pilot does not need leadership skills, while the retriever pilot requires Wing leadership skills.

Fleet commander -empty
Wing Commander/booster - Retriever Pilot
Squad 1 Commander - Some dude in a kestrel
Squad Members
4 random fleet mates
Loki - set as squad booster

Squad 2 commander - Tengu Pilot - set as wing booster
9x Random Fleet mates

In this example members of Squad 1 will receive bonuses from both the loki and the tengu, while Squad 2 and the Wing commander will only recieve Tengu bonuses
