HDR Not Working, Possibly Related to Recustomisation Glitches?

Windows 7 Ultimate 64-bit
Intel Core i7 CPU 950 (3.07 ghz over 4 cores, hyperthreading)
NVIDIA GeForce GTX 560 Ti
12 GB DDR3 RAM

As far as I can tell, HDR effects are simply not rendering at all most of the time. I get occasionally flashes of bright bloom from certain objects at certain camera angles, but the rest of the time the picture looks flat, as if there is no HDR at all. I think this may be related to my other bug with the character customisation flickering but I didn't get a GM response about that.
