Let me start by saying I'm not a new pilot, been playing the game nonstop since '06.

There are a number of systems in the game which are referred to as Rookie
Systems. All new characters start in one, but which one depends on the race
and bloodline you chose for your character. Rookie systems are where you
undertake the tutorial and acquire career path missions. Rookie systems
have a special set of rules above and beyond those of other systems to
ensure that a new player gets to explore the features of EVE at their own
pace. It is recommended that you stick to these systems until you’ve learned
the basics of the game and are ready to explore all that New Eden has to offer.

7.2 CAN I AVOID PVP COMPLETELY?
No; there are no systems or locations in New Eden where PvP may be
completely avoided. The safest systems are the ‘rookie systems’ where new
players start their journey in EVE. In high-sec systems, you are less likely
to be attacked since CONCORD will exact retribution on pilots who attack
another pilot without good reason. But, for example, if you are flying a ship
with a high value cargo, a player may attack you to destroy the ship and steal
anything from the wreck if they think that it’s worth the effort. Such attacks
are known as ‘ganking’ and if the profit they’ll make is sufficient, pilots are
willing to accept the expense of losing their ship to CONCORD and having
their security status lowered for their crimes. So it will be up to a pilot to remain
vigilant wherever they may be flying and be ready for anything at any time.

If this is in the wrong spot, I apologize now because I really wasn't sure where it truly belonged.

4.5 - Says there is a "Safe Spot" in the Eve universe in the "Rookie Systems" yet you contradict yourself by then in 7.2 saying there is NO safe spot. Then in 7.2 you proceed to say that, well the Rookie systems are the safest because of concord, but in all reality, it is the rookie systems that gankers and scammers feast so heavily on the new players.

As much as I enjoy Eve and as many hours as I have put into Eve, I have wondered at times truly why the turnover rate is so high. Then I stopped today to read something like that and you have people who are probably joining the game thinking they have a corner of safety to turn to, which those who play this game longer than 2 or 3 months finally realize there is no such thing.

I think this should be amended to reflect the truth of the reality of Eve.

Well technically that text IS correct.

In the rookie systems there is no gameplay mechanic in place which prevents actual PvP, and the specific rules only apply to the ganking of newbies by tricking them into situations where they can be fired upon. If one goes to the newbie system and intentionally picks a fight without any subterfuge I am pretty sure this is completely acceptable.

So really, I see nothing wrong with that text...

p.s. here is what I have found regarding pvp in rookie systems:
"Warning: Attempting to abuse a new player’s lack of knowledge of the game and its mechanic for your personal gain or simply for their harm is prohibited in these solar systems. This includes, but is not limited to; tricking new players into situations where you or others may open fire on them freely or scamming ISK or assets from them."

The text is explicitly clear, it never says that the rookie systems are completely safe from PvP. This is a PvP game - deal with it. I would dispute that there is excessive scamming and ganking in the rookie systems. These things do occur there, as they should, but in much lower concentration than say, the nearest trade hub.

You forget to take into account the Rookie Protection rules.

Sure, no place in EVE is safe BUT specifically targeting new players, specially in Rookie systems, is an offence of the Rookie Protection policy by CCP and can get you a nice close up view of the ban hammer.

In case you haven't seen that part, let me highlight it for you:

Echoing what the others said...

Rookies in the Rookie Systems are the exception to the rule of "nowhere is safe."

Actually it says that the safest place are rookie systems, followed by the rest of high-sec. And then it tells you about CONCORD and its limitations. Although I agree that it could be better formulated to specify that "high-sec systems" does not necessarily mean the rookies system.

Also note that Rookie systems are only safe for rookies - old players that try to hide in rookie systems can still be attacked. (Although CCP never explicitly defined when a new player stops being a "Rookie".)

Finally, rookie systems are extremely limited in what you can do in them - after you finished the tutorials, you pretty much have to move out of them to do anything worthwhile and then you step into the harsh world of EVE. If you are looking for a corner of perfect safety, then EVE might not be the game for you. The world being dangerous, with real consequences to your mistakes, is what makes EVE what it is.

It asks for "safe", not immune. Back in the old days in Everquest, for example, you could be "safe" sitting at the entrance to a zone, but that didn't mean you wouldn't die if someone pulled all the mobs that way in an attempt to flee. "Safe" is always a relative term.

It's not the spcae that's safe, it's the rookies. But even then, only if they don't agress.
