people sell ships and such in the low sec systems to encourage some idiot to buy it with out looking at the location with 2 possible out comes:

1) they make isk regardless once bought
2) new buyer comes to claim his purchase and either cant get to station before getting podded or the smart ones let the buyer pick it up and than pod the buyer
