Character Bazaar

Hi looking to buy a char. Firstly I would like it to have Covert & Torpedoes skills (see below) and secondly, any other skills must be scanning orientated. No sp waisted in indy thanks.

Must have:

Level 4 or 5 Torpedoes and other related skills
Level 5 Cloaking and Electronics skills
Level 4 or 5 Covert Ops skill
Level 5 Frig skill (Caldari would be nice)
Level 5 Astrometrics and all other scanning skills to at least level 4
Level 4-5 Hacking & Archeology (It would be nice)
Level 3-5 Cybernetics

These aside, please have half decent gunnery/missiles and spaceship skills. My budget it around 6-7b and am looking for a char in the region of 15m + SP. So please, no starter chars.
