[proposal] Disabling Mining Barges/Exhumers in High Sec space

From Odyssey there were changes to Null industry:

Updates to the Outposts in particular Amarr Factory Outpost, increased manufacturing slots - Ores Arkonor through to Spodumain received a significant boost to low end mineral returns from refining.

Following the release of Rubicon the players were treated to a statistics about:

  • ship losses in Ghost Sites
  • training for particular skills to achieve Masteries
  • stats for Mobile deployables


This provides us with a gauge that Rubicon is a successful release to the player base. So where are the statistics for Odyssey? I would say that the mineral rebalance and outpost upgrades are a failure. There is little interest in mining outside of high-sec because ratting is safer, easier and more lucrative in null/low/WH.

Removing the volume of cheap high sec minerals provides outcomes of:


  • Null to develop/foster Industry
  • increased value to minerals obtained outside of high-sec
  • immigration from high-sec (particularly by Industrialists)
  • increased cost of high-sec ships increases the Risk


Mining Frigates will remain available for those unwilling (or unable) to leave the comfort zone of high sec. (they also service well for tutorial and learning experience for the budding industrialist) Introduce a Ice Turret for ORE Frigate will enable Ice Mining to continue.

I believe that this is a necessary change to encourage greater engagement of the player base outside high-sec. I look forward to your support.

If you are unhappy that mining in Hi Sec with Barges/Exhumers is so lucrative, then get a Hi Sec alt and start mining!

Pushing sectional interests are the best way of making sure that people will leave EVE.

You play it your way and let other people play it theirs.

Hisec mining sucks, the only reason people do it is because they've never done anything else that's made them more ISK and don't realize they are at the bottom of the food chain. It's already bad enough you can't have caps in hisec (although I understand the pros and cons and why they were removed in the first place), further limiting ship types by security rating is a crap way of doing things. It's a last resort method and shouldn't be used except in extreme cases and even then it should be used as sparingly as possible. It's bad sandbox design IMHO.

There are many things that could be done first to help solve the issue (that honestly doesn't even need solving but I digress).

Great idea, 10 out of ******* 10, while we are at it why don't we ban anything larger than a cruiser so the dumb highsec carebears don't get to do 4/10 sites and be able to take down someone elses PoS.

Boils down to "lets force people out of Hi-Sec in order to make them play the game how I want them to play"

OP has not given this any thought whatsoever about how this would affect Eve as a whole.

If I were to mine in real life, I would do it somewhere that laws of personal property and police enforcement exist (ie, empire space). If I wanted to kill miners and make a buck off it, I would go to empire space and shoot and ransom miners.

I was an industrialist in null running markets out there which is quite hard to do in the multiple null alliance Ive been in either requiring cta mandatory every day where I've offer spent 15 hrs just sitting in a system guarding goonswarm space at things that never came while home space was failing due to the no one stays behind or you get kicked methods (including miners) to being over in yulia federation of being camped by blues I see no reason I should side with either side. There is also alliances that run mining in high sec and than ship to their null. Since code has come out I've stopped mining and now I stopped missions in anything relatively expensive due to new groups targeting missions. Now I use 142m to rely on market trades in station as I have no luck in pvp and don't see a point in skill less ganking. Although I would like to see the market wiped with a set amount and all of eve have a tempory ban so to speak of all industry and let's see how far people get with out the resourceful people that are often frowned down upon

In a nut shell.... Bad bad juju would come of this.

Making people go to low or null sec like that. Would be like making you go to your original high sec starter system to log in and out.

I firmly reside in the HELL NO category. If people don't to leave highsec who are you to try to force people to do that? I mean seriously its right up there with forcing everyone to only be able to use festival launchers, fireworks and snowballs because someone might -god forbid -get killed. Stop trying to ruin the game please. Thanks.

Nerf highsec in an attempt to force people into nullsec...

Casual players who reside in highsec outright refuse nullsec and CTAs, blob warfare, TiDi, constant harassment, etc etc...

Highsec players will move onto another game, instead of playing this game the way you want them to!

I don't see why that shouldn't work; endlessly buffing hi-sec's risk:reward and nerfing nullsec's has very successfully forced people out of null and into empire. Why shouldn't restoring the economic balance be an effective tool to restore the population imbalance?
