I assume this doesn't apply to non anchored containers inside pos shields? (since you cant anchor cans in there anyway)

As mentioned by somebody else in this thread containers that aren't anchored were never meant to last beyond downtime, seems like they either knowingly fixed it without mentioning, or a recent patch fixed it accidentally.
