WTB Covert / hacker / archeo and combat - 13b Budget.

Hi looking to buy a char. Firstly I would like it to have Covert & Scanning skills (see below) and secondly, any other skills must be combat orientated. No sp waisted in indy thanks.

Must have:

Arrow Level 5 Cloaking and Electronics skills
Arrow Level 4 or 5 Covert Ops skill
Arrow Level 5 Frig skill (multi race even better)
Arrow Level 5 Astrometrics and all other scanning skills to at least level 4
Arrow Level 4-5 Hacking & Archeology
Arrow Level 3-5 Cybernetics

These aside, please have half decent gunnery/missiles and spaceship skills. My budget it around 10-13b and am looking for a char in the region of 30m + SP. So please, no starter chars.

Nice char, but that is a 46m sp char and probably way over my budget.

Bump... Any other chars on offer ? 8b budget. Doesnt have to be purely scanning char it can have combat skills too.
