Is the target's sensor strength still used in the scan probe formula?

yes. Difficult to scan t3's are still a thing. The 'yurt' mobile depot is harder to scan because it has a higher sensor strenght relative to its siganture radius.

When they changed the formula for the base signal strength of a ship to remove unscannability, they modified it a bit, they did not make major changes i think. The primary factor is still sensor strength vs sig radius.
