Solar phenomenon

Over the past few weeks I've seen a bit of talk about celestial events in eve. This was initially going to be posted in a topic about exploding suns and system/constellation wide annihilation, but it ended up straying a bit from the OP. Such an event would be too much IMO. However, I have toyed around with the idea of random solar flares that effect systems for maybe a 24 hour period.

The effects could run in a few stages that may be similar to wormhole modifiers.
Tier 1 flare - (minor) shield/armor/sensor/lock strength shifts.
Tier 2 flare - (major) modifiers as above +/- EWAR tweaks, as well as some movement tweaks. Nav computers warp you to locations, but at random distances. Also cyno effects land you at random distances or areas in the target system. Your capacitor may not function right, unless you fit an on-board solar harvester of some type, in which case it gets a recharge boost.
Tier 3 flare - Local communications relay disruptions. (temporarily removing local),. Stargate malfunctions. Where if you've either got balls or no brains, you get fired off into some other nearby system instead of the system the gate normally sends you to. Temporary cloak disruption *trollface*

There could be perks, and this could end up being something explorers can work with too.
-Add a solar version of the survey probes. The data it reflects could show that stars general cycle times, or when it has a likelyhood of some degree of flare up.
-Star data could reveal the percentage chance of a harvestable resource to be jettisoned during the flare or left residually as maybe an hour long scannable signature. Or longer, depending on the strength of the flare. Perhaps inventing tech 2 gas harvesters could have an option of a plasma harvester to pull out this resource? Imagine the value of how rare/uncontrolled this commodity could be..
-Star data could also reveal information on what is necessary to "tame" the solar systems flare ups. Another type of probe/ammo that when built, can have a variable somethin somethin added to it which would change its volatility. So, you may have to build a sort of new type of probe to match each stars characteristics.

Whether or not these flares would effect POS' or outposts/stations is something I'll leave open for discussion. However, I feel if it was to effect these things, part of the harvested resource from flares could be used to build a type of solar harvester that could be fitted to a POS to lower or nullify its effects on that structure. Same with player outposts, and as I mentioned earlier, independent ships via fitting.

So, the downsides of leaving a sun unattended and too primal are significant, however it would come with a chance at some perks. Including a "home field advantage" to local occupants who end up in a war and have already adapted to their solar cycles.
