I am looking for an older character that either hasn't seen any new skill books injected or is very mildly/cleanly trained. It should have a decent name, less than 5m SP, and not be Amarr or Caldari. Please no unneeded Science skills and zero industry.

I am willing to spend 2b-4b on this character.
