That new ESS module and warp mechanics

So I want to be a pirate. Lets assume I set out on a venture to steal those Isk tag things from "law-abiding Nullsec Empires" or whatever was in that dev blog, it was hard to understand at first but granted i am at work taking a lunch break.

I warp to said Structure. System wide notice goes out "Merc is about to gank some of your isk". Well, I don't like that!

But, what if I make a bookmark on-grid, will people be told if I warp to that?
Will people be told if i have been on-grid all day if i am cloaked and orbiting at 237 KM?
Will people be told if i MJD to the structure?
If I warp to an off grid safe spot and slow boat it to the structure, will people be told when i enter the grid?
If I am already on-gird and warp to the structure will people be told?

Also, i read that it detects when cloaked ships warp to it. Will this technology be released to capsuleers?

I've played around with the Caldari ESS on the test server a bit and from what I can tell, the "Thieves in local" notification goes out when you are within 30km of the structure.

It also sends out a notification when you leave immediate vicinity, though since that wasn't in the dev blog it might just be a bug they haven't resolved yet.
