"Assisting" drones do not assist a good portion of the time

I have tried all combinations and scenarios I can think up, and it would seem the "assist" function on drones is simply broken. I've set them to passive vs aggressive, focus fire vs no focus fire... range of 10km vs 30km vs 80km.

I can create three identical situations. Assign drones to "assist" a single player. The first time the drones assist. The second time no drones assist. The third time half assist and half do nothing. It is seemingly arbitrary as to when they will and will not assist.

Can other confirm this is a broken feature? Forum searches seem to confirm it, but none all that recently.

Any more information on this issue. I fly in lowsec mostly and while doing logi finding it difficult to get on kills.

CCP screwed up limiting drone assists to 50 drones I guess.
