Well, I've been debating on some carebearing. I've been debating on some ships and the Ishtar won, I can use the Ishtar for most things. Just curious what I should fit it like, shield or armor?

If you plan on using sentry drones, i would say armor. Having 2 omni tracking links and a sebo gives you a lot of range, and you still have room for a prop mod.

I'm a relatively respectable citizen. Multiple felon perhaps, but certainly not dangerous.

If you're up against anything but Angels and you don't anticipate heavy neuting: armor. If you anticipate heavy neuting: passive shield. If you're up against Angels: meh. Maybe grab a Gila or something. Or just armor and abuse range/sentries.

Either passive or active shield tank, I have more experience with passive, but active seems to be doing really well right now. Sure you miss out on a couple omni links for those rats that orbit at 50km, but just bring out something other than gardes for those and you'll take them down quick. (Wardens for caldari obviously) and put 3-4 drone damage amps (makes up for dropping wardens vice gardes for longer range) and I feel you get way sicker tank numbers with shield unless you're packing 2x medium armor repairs.

active shield tanking is a lot more attractive right now that it has ever been as the HACs got their capacitors buffed heavily, not to mention the current price point of some deadspace boosters makes them very attractive. Similarly the ishtar's added optimal/tracking bonus makes going with 0 or only 1 omni a lot more viable, especially considering how the drone scope rigs are working right now (stacking multiple omnis to get your gardes to hit at 65-95km is also cool though).

Armor is also working very well. Depending on the rats you can go anywhere from 1 MAR and 4 DDAs to 1 mar 2 hardeners, 2 ddas and a sentry rig, or even a single DDA and using the mobile depot to add more damage mods mid-combat. Armor Ishtar also can easily fit a 1600 plate which really helps it out if you have tanking issues.

Passive shield ishtar has always been pretty uninspiring, but has the benefit of a decent buffer. It also works hilariously well with a 100mn AB, 2x navi computer, 2x LSE fit, with 4ddas and heavy drones (somehow drones don't take aggro in sanctums with this fit). The ishtar's improved capacitor can permarun a 100mn ab without issue.

I love this idea! What would you suggest for the empty high/low/rig slots?

I heard the idea from a goon a few weeks ago on the forums, tested in a serpentis sanctum on the test server. Worked like a charm. Its very straightforward. The 5th lowslot can be a nano, sigamp, coproc, or damage control. Vs serp/guri i doubt rigs will matter, you'll never get below 95% shields, so no purgers or resistance rigs necessary. I imagine you might want them vs a different rat type though. You can also just leave whatever armor/sentry rigs are on your sentry ishtar without losing much. I imagine drone speed rig or drone tracking rig isn't a bad idea. T2 cloak, DLA, and civiliian gun for aggro are probably nice to have in the highs. On sisi it was very much a matter of just doing a wide orbit on a large collidable object, and occasionally manually directing my drones when they wouldn't auto-aggro. Haven't tried in missions or serious-business complexes yet.
