The safety button is the little grey circle with the green light to the top left of your tank. Green = nothing illegal, Yellow = suspect flag, Red = concord (in highsec at least, it's meaningless in null).

Bastion mode is something a maurader can enter with the bastion module. It's the only class of ship that can fit a bastion module and enter bastion mode.

the safety system exists to prevent you taking certain actions with legal ramifications. On green, it will prevent you from taking any action that would flag you as a global criminal, or become a suspect (not red flashy but attackable by anyone). On yellow it will allow you to take actions that would flag you as a suspect, but not allow you to take actions flagging you as a global criminal. On red, the safety is off and you can do whatever. The safety system has no function in nullsec or w-space, you can leave it at green or red with no effect.

Note, the "green" setting is not a "no-pvp" setting. Even on green, you can attack legal targets (such as suspects), and upon attacking them they will be allowed to attack you back.

I HIGHLY recommend you read up on crimewatch 2.0, which lays out the new and somewhat simplified criminal flagging system in Eve, designed to replace the spaghetti logic of person-to-person specific combat flags. There are dev blogs, as well as a very useful chart.

The safety button was implemented so that you cannot hurt yourself via CONCORDOKKEN in highsec because players were deemed not competent enough to figure out crimewatch.

The Bastion mode was made to turn Marauders into Mini-dreads with a 60 second siege timer.

Since the cessation of their usefulness is imminent, may I appropriate your belongings?

Mini-dreads with no damage amplification or tracking penalty :)
