Would a pair of characters running L4s in setups like this be decent? Specifically against Sansha

36min cap, 748 dps per, and 441 tank against Sansha

It doesn't tank enough, it lacks prop mod so you waste a lot of time slow boating to gates and being far in falloff.

I believe you would fare better with two independent standard fit Maelstroms. They do more damage and tank better and when you use two of them things should die before tank gets an issue anyways. The Tempest just isn't a choice for PvE as long as the Maelstrom is around.

The setup you picked could work though. Tank seems a bit low but as said above, when using two of these it might not be an issue. The thing with the lack of a prop mod is true for some missions though.

Confirming you get more out of 2 Maelstroms, if not by other means then just by dropping a gun for remote cap to support a local rep. Since this case of bad dps is as good as the tempest, any full turret setups will be way better.

To get your worth of dual boxing, look for full gank setups instead of cap heavy ones. If I were stuck with having to use tempests, the lows would be turret and drone damage mods only, and mids would be 1 invul and tracking mods for the rest. Highs would be guns and 2x RR for burst tank. No capacitor mods or rigs, rather burst aerator II and two utility rigs.

I won't comment on the goodness/badness of dual tempests, but i would suggest a few things.

If you aren't stable or close to it, then I would replace a tracking enhancer with a capacitor power relay and use a tracking computer in place of a recharger. The penalty on the CPR doesn't affect remote shield boosting, so its a good choice for shield RRs. I would also use at least one port egress maximizer rig as it makes your cap chaining more efficient. I would also fit afterburners on both ships. Lastly, fit t2 shield resistance rigs if you're going to use them at all. You can also always improve your tank pretty easily by using some b-type hardeners, and if you find the missions aren't giving you issues, you can replace the damage control with something more offensive.

Two Maelstroms is a silly idea. Instead swap the 2nd Mael for a Sentry Dominix. Land, deploy Gardes, assign to Mael, profit. All without having to alt tab.
