when an interdictor now drop a bouble in a station he redock and his drop timer reset and drop more boubles, also when you drop the bouble you no longer get aggression when some one try to warp and it is impossible to lock you becasue the session changing.

You have to put back that when you drop a bouble on station and some one try to warp get you aggression

While this does sound like a problem and an exploit, I doubt anything could be done about this(since it's under the purview of station games and the like).
Also, you should really use better grammar and language to convey your thoughts. It helps not only with your credibility, but it also helps others get a better understanding for what you are talking about.

Basically yeah. I had to deal with a lot of non-native speakers when I lived in Seoul.

You're talking about how people can undock in a dictor and drop as many bubbles as they want and then dock right back up and ignore any timers such as cycle time and reload. This a problem inherent with how bubbles, aggression timers, and stations work. You might be able to have a conditional aggression timer for when you deploy a bubble in proximity of a station. I'm not too terribly inventive so there might be a better way, but this is a pretty niche issue unfortunately.

The actual issue is that your bubble launcher now has a 5 second cooldown, but a 60 second reload time. However you can instantly reload in station, so effectively, you can drop a bubble every 20-25 seconds, forever. This was actually possible prior to the change, but required swapping between 2 or more dictors, and so was less common. Currently the only responses are to either slowboat out, bomb the bubbles off, or get something to alpha the dictor, and hope the dictor pilot makes a mistake.

Simple fix: Remove the restriction on smartbombs in proximity to nullsec stations.

Or give bubble launchers weapons flag.
