POCO: Dust and EVE work together

Since a lot of people, including myself, are rather unhappy with the current ammount Dust player affect EVE daily playstyle (nearly none effect), i had a small idea about this:

Right now, thanks to the recent HiSec Poco expansion this could be of more important for both games.
Instead of simply owning a planet's POCO (EVE) you also have to create contracts for DUST players to conquer the planet (DUST).
Therefore you as EVE Player have to get a specific ammount of clones with you to enable this attack on the planet through your contracted Dust Mercenaries.
So the process of taking over a POCO could done like this:

EVE
EVE mechanics stays as it is (Reinforce, Destroy, Rebuild)
To extend: -> Addition of transportable Dustclones as Item. Addition of a mobiel structure to hold these clones and transfer them on the planet (kind of a lift). Contractsystem for Dust players (like contracts are in EVE right now)

Dust
Stay like it is right now for FW, maybe a little tweaks and changes.

Both participants must success to take over a planet and to enable the POCO.

This whole idea can also be transfered to any other space in EVE (HS, LS, NS, WH).

Thoughts? Critics?

Uh, except a POCO is purely a space side structure. The whole point is that anyone can have PI on the planet (Though the entire PI structure could use changing to districts like Dust has), and someone else can control the orbitals.

I was thinking of it like this: the POCO is the point where every import/export happens. Though you have to shoot it UP to it (or down). The "owner" of the planet additional to the owner of the POCO (in the end it will be the same corp) has some kind of "planetary defenses" ... shooting those not allowed import/export. That was my type of story behind it.
