So what happens if I have a dollar credit card and order the CE and pay in dollars can i get it shipped to Europe less USA taxes?

Aside from that being fraud....as repeated in thread, there is no "USA tax". Each state has it's own sales tax, ranging from 0% to (God knows). There's also county, municipal, and town taxes depending on exactly where you live.

Because sales tax in the US varies by state. There is no such thing as a national "item+tax" price.

It's not any more unawkward, practical and unsilly in the EU either. There is no one common VAT tax rate here, it varies by country and it can also vary within a single country depending on which kind of commodity is in question. For example in my country the general VAT rate is 24% but it can be as low as 6% for some services.

I guess this depends on how your credit card company works. Here's a little anecdotal story for you. I bought the CE from the US Amazon, they billed the thing in US dollars (150$ for the CE and 15$ for shipping and 40$ for other costs), my credit card company did the currency exchange and billed me for 152€. The exchange rate they used (printed in the bill) was 1,351. And no my CC is not a 'dollar credit card', what ever that even means. So no US taxes but my country's VAT instead.
