1. He needs to be in an NPC corp NOW, or your thread will be locked.

2. Toons with your SP for 25bil max, if you want 30bil you are looking at 85mil SP plus.

Main thing is he really needs to be in an NPC corp right now, rules state he must be in at the time of posting but they'll cut you some slack if you do it quick.
