Does the Negotiation Skill Still Affect Agent Quality (specifically, standing gains)?

I wasn't able to find anything recent on this. The skill description was changed at some point from:
"Skill at agent negotiation. Improves agent effective quality. 5% additional pay per skill level for agent missions."

to:
"Skill at agent negotiation. 5% additional pay per skill level for agent missions."

Does this mean the skill only affects ISK reward now? Or does it also affect standing gain/agent quality? Thanks in advance.

CCP officially seems to say there that the formula with negotiation skill still applies, as it was only the base quality variance that was removed/frozen at +/- 20. There seems to be a lot of conflicting info about this out there.

I think; If taken literally, the skill affects pay only. [edit] Looks like I was wrong on this. Scroll down a couple posts to the link provided.

Quality is gone, only levels remain. 1, 2, 3, 4, or 5

Agent/Corp Standings get a boost after every completed mission.
Social and Connections skills, affect standings

The other Connection skills affect LP payout. Security, Distribution, etc.

IIRC, all agents are now what once was "Quality 20".

Although all agents are now the same base quality the effective quality of an agent still affects what missions you are more likely to get from the that agent's pool of possible missions and how far away those missions are likely to be. So training negotiation to higher levels still makes it more likely that you will get "good" missions like the blockade and also increases the chances that your missions will be in the same system as the agent instead of 2 jumps out. So effective quality still matters and negotiation is still very much worth training for the dedicated mission runner.

It also increases your datacore collection from research agents.

I just did a test of negotation level 3. But it seems the website ate my post.

Conclusion was it doesnt work.

Rewards in the mission describtion was 57000 ISK + 63 LP + 55000 ISK time reward.

Those ISK numbers does not look like 15% has been added already (original reward would have had to be 49,565,22 ISK + 54.87 LP + 47,826.09 ISK), the LP could possible be 55 with rounding but the ISK numbers does not seem likely. The mission was to recover a prisoner for Armimieres Beltant - forgot the name and only had it written down here on forum.

I received as reward 112000 ISK and 63 LP (compared wallet balance before and after, wallet journal states 57,000.00 and 55,000.00 as income, LP before was 96 and after 159), so there was not 15% added at the completion of mission.

I finished training Negotition 3 2013.12.15 21.22, so it has been 2 downtimes for the server to update my status, so its not that I just trained it and it will probably work after a downtime.
